This set is the first to include codes for the Pokémon Trading Card Game Online in all theme decks and booster packs.
As with Black & White before it, the theme decks for Emerging Powers were released prior to the set release, on August 17, 2011.
The set includes many of the remaining cards from the Beginning Set, Black & White Collections, and Battle Strength Decks, as well as various BW-P Promotional cards and cards from Psycho Drive/Hail Blizzard, including 22 cards that haven't seen a Japanese release at the time. 14 of those cards were then released though various Japanese promotions during September 2011 as well as 6 from Psycho Drive/Hail Blizzard. Also, two cards, Swoobat and Mandibuzz, were later revealed to be from Dark Rush.
